Usually the information about this kind of car rental rates is not listed in the ad or on their web-site. Also if you are looking in the Internet, then you can search for web-sites of the companies, which are linked with the airport or hotels and if you use the service of these institutions you will have discounts too. Then ask about pick up locations, features and equipment of the cars. Some companies provide a special service - they can pick you up in the airport and take to the location where your car for rent is situated. Of course this will raise the car rental rates but it's very comfortable and you don't have to think how you can get to the needed location.

Then you have to choose a car for rent. Companies will propose you many special features and special equipment for "small" car rental rates, but don't take them. The equipment that you really need is a GPS navigator, air-conditioner (or climate-control) and maybe CD or MP3 player. All these features are almost in every basic package in car rentals Europe or USA (if an agency is rather big). Other services will be hardly needed, if you want rather low car rental rates.
